This progress report describes how localisation in humanitarian action has evolved in Vanuatu since the 2019 baseline, drawing on the HAG–PIANGO Measuring Localisation Framework. In 2019, Vanuatu was among the first countries globally to create a national localisation baseline – a shared evidence base on how humanitarian decisions are made, how partnerships and funding operate, and the extent to which local actors and communities are able to lead and influence response. Using the localisation baseline, we assessed what has shifted over the past six years, what progress local and national actors themselves identify, and where systemic constraints continue to limit change.
