Duty of care for humanitarian workers is a pressing issue. In the context of increasing conflicts, physical safety and security risks are high. In 2024, 387 humanitarian workers were killed; 97% were national and local staff. Sweeping cuts to aid funding are also reshaping the context for humanitarian staff and the associated risks, underscoring the importance of the issue.

This paper is part of a collaboration between the Disasters Emergency Committee (DEC), Humanitarian Advisory Group (HAG) and national research partners to increase evidence and clarity about the key duty of care issues faced by local and national staff, the inequalities in existing systems and structures, and how the sector can change to reduce these disparities.
