Anticipatory action simulation exercise: Toolkit and facilitator manual

As Anticipatory Action (AA) becomes more relevant an widely used, there is a growing demand for information sharing, coordination, and joint advocacy. With more agencies and governments conducting Simulation Exercises (SimExes) to test their AA protocols (often referred to as AA frameworks) within their existing disaster risk management systems, a toolkit has been developed to compile successful practices and provide guidance and tools for countries and organizations implementing AA, enabling them to conduct future simulations or table-top exercises effectively.
Conducting SimExes for AA allows practitioners to explore potential challenges and decisions involved in activating before a disaster occurs. These exercises focus on identifying and resolving issues that might arise during the preparedness and triggering of AAs, such as coordination mechanisms, resource allocation, communication strategies, and roles and responsibilities among stakeholders. This toolkit provides the instruments for planning, designing, implementing and evaluating simulations in the context of AA.
This toolkit has been developed by the Humanitarian Advisory Group (HAG) with support from the Food and Agricultural Organization of the United Nations (FAO) and funding from the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) and the German Federal Foreign Office (GFFO),on behalf of the Asia-Pacific Regional Technical Working Group on Anticipatory Action.
