Overview
This report details emerging findings from Phase 1 of the Building a Blueprint for Change research. It unpacks the decision to focus this research in Indonesia and explores the key priority areas for humanitarian reform as identified by Indonesian stakeholders. This process included the development of a systems map of the humanitarian system in Indonesia which identified key challenges and opportunities for reform and presented potential entry points to be tested in Phase 2.
